PNPM-MP STRATEGY

PURPOSE PNPM-MP

TARGET PNPM-MP
A. Target Location:
All of subdistricts rural communities in Indonesia that the implementation is done in stages, with the provisions of Sub which does not include the category "Districts in trouble" in the PPK / PNPM Mandiri-rural.

BASIC PROVISIONS PNPM-MP
1. Basic Participation
Entire villages in the district receiving the PNPM-MP is entitled to participate in the process and flow phases of the program. 2. Criteria and Type of Activity

The types of activities financed by the PNPM-MP:
1. Construction activities or repair basic infrastructure facilities that can provide short-term benefits and long term economically poor or poor households.
2. Activities to increase the field of health and education services, including development of community skills training activities (mpendidikan non-formal)
3. Capacity building / skill group economic efforts, especially for business groups associated with local resource-based production (not including capital penambahana).
4. Additions to capital savings and loans to groups of women (SPP).
3. Mechanism Proposed activities
Each village can submit 3 (three) proposals to be funded by BLM PNPM-MP, each proposal should be a 1 (one) kind of a package of activities that are directly related.
Three proposals are:
a. Proposed activities of the basic infrastructure or community enhancement activities (health, education), capacity building / skills economy business groups, which are determined by the Village People, especially women.
b. Proposed activities for the group Women's savings and loans (SPP) established by the County village women. Allocation of funds SPP activity was maximally 25% of the BLM district. There is no limit maximum allocation per village, but must mempertimabangkan group eligibility verification token results.
c. Proposed activities of basic infrastructure, community enhancement activities (health / education) increase the capacity / skills of economic business group established by the village meeting PLANNING.
d. If the non-tuition proposals from women-specific consultation with the proposed village meeting mixture, then women can propose a substitute, so that the number of proposed project from planning des deliberations remain three. 4. Government Organizations

5. Gender Equality and fairness
As an expression of partisanship to the woman, PNPM-MP requires the involvement of women as decision makers and actors at all stages of planning, execution and preservation. Women's interests should be adequately represented.
6. Types of activities that are prohibited (Negative List)
Types of activities that should not be funded through the PNPM-MP is as follows:
a. Funding all activities related to the military or armed forces, the financing of political activities of the practical / political party.
b. Construction / rehabilitation of government office buildings and places of worship.
c. Purchase chainsaws, guns, explosives, asbestos and other materials that may damage the environment (pesticides, herbicides, drugs, etc.)
d. Financing civil service salaries.
e. Financing of activities that employ children under the age ana.
f. Activities related to production, storage, or sale of goods containing tobacco.
g. Activities conducted in areas already designated as a nature reserve, unless there is written permission from the agency that manages the site.
h. Management activities of the mine or the taking and use of coral reefs.
i. Activities associated with removal of river basins.
j. Activities related to the reclamation of land which covers about 50 hectares lebihdari.
k. Construction of new irrigation network which covers more than 50 Ha
l. Dam construction activities or water reservoirs with large capacity, more than 10,000 cubic meters.
7. Sanction
a. One form of implementation of conditions due to violation of rules and procedures set out in PNPM-MP.
